There is no way to animate the contents of cells/rows/columns in PowerPoint directly. The workaround in PowerPoint 2003 is to ungroup the table and regroup as needed to animate the contents.
First make your table and put all the info in the cells. For safety copy the table before you start to ungroup.
Right-click the table and choose Ungroup, a message will appear asking you if you want to convert the table into PPT-shapes. Click Yes.
Now select the shapes and regroup accordingly. Then animate the grouped objects to your satisfaction.
