Starting with this version you now have a separate button to combine shapes.
To use it, select the shapes you want to combine and on the Format tab of the Drawing tools, in the Insert shapes group click the Merge shapes button.

What's new in PowerPoint 2013-18 - Combine shapes
Combine shapes has been present starting with version 2010, unfortunately you had to dig deep into the program to add the combine functions to your QAT or ribbon.
Starting with this version you now have a separate button to combine shapes.
To use it, select the shapes you want to combine and on the Format tab of the Drawing tools, in the Insert shapes group click the Merge shapes button.
